The Water Quality and Health Council is an independent,
multidisciplinary group sponsored by the Chlorine Chemistry Council. Its mission is to promote science based practices and policies to enhance water quality and health by advising industry, health professionals, policy makers and the public.

Sanford M. Brown, MPH, Ph.D., is currently Professor of Health Science at California State University.Sanford M. Brown is currently Professor Emeritus of Health Science and was a Professor, and Graduate Coordinator of the Master of Public Health (MPH) Program in the Department of Health Science, and an Associate Dean of the School of Health and Human Services at California State University, Fresno. He formerly taught at East Tennessee State University and was an Environmental Health Specialist in Pennsylvania. He is a Registered Environmental Health Specialist in California, Pennsylvania and with the National Environmental Health Association. He is a Founding Diplomate of the American Academy of Sanitarians. He is a member of the American Public Health Association, past section chair of the Environment Section, the National Environmental Health Association, the National Forensic Center, the American Society of Allied Health Professions and a past president of the San Joaquin Valley Health Consortium.

Dr. Brown currently serves on the Water Quality and Health Council of the American Chemistry Council, the Board of Directors of the Environmental Health Institute, Fresno, CA, the Mission Endowment Board of Good Shepherd Lutheran Church, the Lutheran Campus Ministry, Vice Chair of Council, the Fresno County Juvenile Justice Commission, Vice Chair, and is a member of the East Fresno Rotary Club. He is past chair of the Public Health Advisory Board of the Chemical Mfg. Association. Dr. Brown does lecturing, consulting and training for the USFDA, USEPA, USDOJ, and various court monitors throughout the country.

Dr. Brown, a native of York, PA, received a B.S. degree in Biology from Ursinus College in Pennsylvania, a Master of Public Health degree from the University of Michigan, and a PhD. in Environmental Health Science form the University of Kansas. He has written over 35 papers in the public and environmental health field, and co-authored texts in Environmental Health Field Practice in 1983, Environmental Health Law in 1984 and authored the text, Planning Environmental Programs in 1987.
